On his visit, Mr. Ban is being accompanied by former United States President Bill Clinton, potential investors and representatives of non-governmental organizations, including renowned doctor Paul Farmer, who set up a hospital in the village of Canges, and musician Wyclef Jean, whose Yele Ayiti foundation has worked extensively on community projects in Haiti.

During the first part of the afternoon, the Secretary-General and the delegation will visit education projects, such as a feeding programme at a school in Cit? Soleil, the impoverished neighbourhood of the capital Port-au-Prince that was formerly controlled by gangs. They will also meet with honour students from severely disadvantaged backgrounds.

Tonight, Mr. Ban and Mr. Clinton will meet with President Ren? Pr?val and Prime Minister Michele Pierre Louis, as well as with members of the country’s private sector and civil society.

Haiti, already the poorest nation in the Western Hemisphere, was devastated by four successive storms in as many weeks last year, leaving 800 people dead and another 1 million either homeless or badly affected.

Tomorrow, the Secretary-General will head to Washington, where he is scheduled to meet with current US President Barack Obama to discuss a host of issues, including the global economic crisis, Sudan, Afghanistan and the Middle East.

The two leaders are also expected to confer on climate change, non-proliferation, human rights, United Nations reform and US-UN relations. While visiting the US capital from 10 to 11 March, Mr. Ban will also hold talks with Secretary of State Hillary Clinton and members of the Senate Foreign Relations Committee and the House Foreign Affairs Committee.

빈국 아이티 지원 약속

(유엔본부=연합뉴스) 김지훈 특파원 = "한국도 전쟁이 발생한 지난 50년대에는 아이티와 비슷한 상황에 직면했지만, 교육이 나라를 구할 수 있다고 여기고 인재개발에 힘쓴 결과 세계 10대 경제 대국으로 성장할 수 있었다."

반기문 유엔 사무총장이 중남미의 최빈국인 아이티를 방문해 빈곤탈출 방안으로 한국의 교육과 인재개발을 제시했다.

   10일 유엔에 따르면 반 총장은 빌 클린턴 전 미국 대통령과 함께 아이티를 방문해 국제사회의 지원을 약속하고 아이티 정부에 대해서도 빈곤탈출을 위해 국제사회의 지원을 적극 활용할 것을 조언했다.

  반 총장 일행은 현지 도착 후 '아이티 교육&리더십 센터'에서 학생들과 가진 간담회에서 아이티와 같은 가난한 나라가 잘 살기 위해서는 교육이 가장 중요하다면서 한국의 사례를 들어 설명했다.

   한국도 지난 50년대 전쟁의 폐허 속에서 어려운 상황이었지만, 교육을 통해 인력양성에 나선 것이 결국 지금의 한국을 만든 비결이었다는 것이다.

   반 총장은 그동안 아프리카 등 빈국을 방문할 때마다 한국의 경제개발 경험을 설명하면서 빈곤 탈출을 위한 노력을 강조해왔다.

   반 총장은 장학생들과의 대화에서 "유엔평화유지군이 있고 미국시장에 무관세로 접근할 수 있는 것은 기회의 창"이라면서도 "하지만 이런 기회는 무한대로 제공되는 것이 아니므로 기회를 잡아야 한다."고 촉구했다.

   그는 또 "지난해 태풍 피해 등으로 아이티의 현 상황이 매우 어렵다는 것을 알고 있다."라고 전제하고 "아이티 지원에 국제사회가 강한 연대감을 갖고 있다는 것을 보여주기 위해 이곳에 왔다."고 격려했다.

   클린턴 전 대통령도 "유능한 인재들이 아이티에 남아 지역사회와 함께 아이티를 발전시키는 데 노력해야 한다."면서 "자원은 여러분의 마음(Mind)과 가슴(Heart)에 있기 때문에 다시 시작할 수 있다."라고 강조했다.

   반 총장 일행은 이날 저녁 르네 프레발 아이티 공화국 대통령과 회담을 갖고 아이티가 자연재해와 식량 위기에서 벗어나 발전할 수 있도록 적극 지원키로 했다고 밝혔다.

   유엔은 아이티가 식량 위기와 자연재해 위기에서 벗어나 정상화의 길로 가기 위해서는 국제사회의 지원이 절실하다고 보고 오는 4월 워싱턴에서 기부국 회의를 열어 각국의 원조와 협조를 받을 계획이다.

   아이티는 사회불안으로 인해 8천여명의 평화유지군이 치안을 담당하고 있으며, 전체 인구중 80%가 하루 2달러도 안되는 생활비로 살아가는 최빈국중 하나다.
